FOR EQUAL OPPORTUNITIES IN THE DIGITAL WORLD
In many ways, Quebec is now recognized for its dynamism in the field of digital technology, whether it be the diversity and richness of its entrepreneurial fabric or the prominence given to digital arts in the cultural sector. Furthermore, the province has implemented a Digital Action Plan in Education and Higher Education to support the development of digital skills. However, despite the fact that digital technology is at the core of the lives of young Quebecers, they still face significant inequalities in their grasp of digital codes and their acquisition of digital literacy skills. Depending on their economic level, their knowledge of French, their geographical location (urban or rural), their gender, their socio-cultural background, and other factors, it seems that some young people are more vulnerable than others when it comes to digital technology.
The Jeunesse QC 2030 project, supported by the Quebec Youth Secretariat, aims to promote the acquisition of digital skills and access to technology to prevent the emergence or widening of a digital divide between different communities, enabling these young individuals to become informed citizens.
The project is implemented in secondary schools, post-secondary educational institutions, and third places throughout Quebec, through Digital Cafés and CODE Avenir events targeting young people aged 13 to 29 (digital experiences, citizen discussions, surveys, workshops, conferences, etc.). These initiatives aim to provide concrete and structured solutions to help young people become informed, critical, and creative digital citizens.
Additionally, in 2018, Printemps numérique (Montreal Digital Spring) established the Intersectoral and Interregional Literacy Coordination Table in Quebec. This platform brings together members from various private and public sectors (Education, Research Centers, Universities, Businesses, NGOs, etc.) to identify collective action priorities in order to improve the quality and conditions of intervention in digital literacy.
